Training materials
The BRIDGE curriculum consists of five modules. Their materials will appear here as they are developed.
Module 1

The European resilience model and hybrid threats: conceptual foundations
The module lays the conceptual foundation of the course: what resilient governance is, how the EU understands it, and why hybrid threats call for a comprehensive response. Students are introduced to the “Resilience Triangle” concept on which the BRIDGE project is built, and to the economic consequences of hybrid pressure for the state, communities and business.
Module 2
- Coming soon
EU institutional architecture and multi-level governance
The module explains how the EU makes decisions on security and digital policy and how European approaches are carried over to the national and local levels. Particular attention is paid to the multi-level governance (MLG) model and the role of communities, preparing students to study specific regulatory standards in the next module.
Module 3

Digital security: EU standards and management decisions
The module treats digital security as a management and economic issue rather than a purely technical one. Students analyse key EU regulations (NIS2, the Cybersecurity Act, GDPR) from the perspective of the obligations of organisations and their leaders, and learn to assess the digital maturity and cyber risks of public authorities and companies.
Module 4

Strategic communications and countering disinformation
The module is devoted to the information dimension of resilience. Students master the principles of strategic and crisis communications of public authorities and communities, examine the mechanisms of disinformation and manipulation, and study how the EU regulates online platforms through the Digital Services Act (DSA).
Module 5

Risk, crisis and continuity management: the Resilience Toolkit in practice
The final module brings the knowledge of the whole course together into practical tools. Students master methods of risk assessment, decision-making under uncertainty and business continuity, and learn to apply the Resilience Toolkit and European experience (Finland, France, Belgium) to strengthen the resilience of communities and organisations.
